Project Construction is a lengthy process that involves numerous, complex operations— organizing project’s activities; planning, scheduling, and controlling progress of project’s works; procuring and administrating project’s staff and labor; designing, erecting, running, and demobilizing temporary installations; administrating drawings, specifications, and other technical matters; procuring construction materials, subcontractors, insurances, plant, equipment, services, etc. and following up their supplies; building project’s structures, following up, and controlling subcontractors; bookkeeping, following up, and controlling project’s finance, bank guarantees, income, and cost; corresponding with client, consultants, subcontractors, suppliers, official authorities, etc.; filing, and administrating project’s correspondence and documents; dealing with contractual & legal matters, changes, and claims; administrating quality control and quality assurance of works and materials; following up and implementing strictly safety and environment regulations; administrating project’s material, construction equipment, and plant; reporting to client and company units, etc.—and it begins immediately after signing the project’s construction agreement and ends up on issuance of the final completion certificate of the project. Each of these operations, if not performed efficiently and within its scheduled time-plan, can have serious impact on subsequent operations and consequently on completion and cost of the project and may endanger the credibility and existence of the contractor. For example, procuring of materials, subcontractors, services, and others is a major task of Project Construction as the value of the procured items represents about 60 to 85% of the project direct cost, depending on the type of the project. The 47 years the author spent in Project Management and Construction Operations of diverse projects—such as factories, water treatment facilities, prefabricated buildings, petrochemical projects, airports, hospitals, and concrete roads— made him highly acquainted with the generic and repeated problems of projects and the needs of projects’ management teams to prevent and solve these problems.
