Oded Lowenheim's ""Predators and Parasites"" is a study of authority, deviance, and punishment in world politics, a historical analysis of Great Power authority and the ways in which the Great Powers understand and respond to non-state challenges to their political ascendancy. What explains the historical variations in Great Power policies towards drug traffickers, pirates, and terrorists? Do changes in policy depend solely on the degree of material harm these agents cause, or do normative, moral, and emotional factors play a role? Lowenheim explores the fluidity in Great Power responses to persistent agents of transnational harm, and explains why nations sometimes tolerate these agents, and sometimes seek to destroy them. Review Predators and Parasites shows, with impressive scholarship, that world politics is characterized by a cartel-like structure that gives states monopolies of legitimate violence.
