About the Author Frances Stewart is a Fellow of Somerville College and Senior Research Officer at the Institute of Commonwealth Studies, Oxford. Jeffrey James is Assistant Professor of Economics at Boston University. From 1978 to 1981 he was Research Fellow at Queen Elizabeth House, Oxford.
