About the Author Robert S. Walters is professor of political science at the University of Pittsburgh. He is the author of American and Soviet Aid: A Comparative Analysis and coauthor (with David H. Blake) of The Politics of Global Economic Relations, now in its fourth edition. His present research is focused on competitiveness policies.
