About the Author Dr. Volten is a staff member of the Directorate of General Policy Affairs, Ministry of Defense, The Hague, Netherlands. Previously, he was visiting scholar at Stanford University’s Kennan Institute for Advanced Soviet Studies in Washington, D.C.
