The depth and political acuity of the analysis raise what might have been a primer to a revealing anatomy of politics and bureaucracy in the foreign policy of the world's foremost "pariah" state. Candid but not critical of South African policy, the author, a South African political scientist, sees external pressure as often counterproductive regarding its stated aims, and in general much less significant than domestic forces in producing change.
