Liegt eine Ursache der anhaltend hohen Arbeitslosigkeit in Deutschland in der Höhe der Lohnansprüche der Arbeitslosen? Dieser Frage geht die Studie anhand empirischer Untersuchungen nach. Sie zeigt, dass die Lohnansprüche in Deutschland - auch im internationalen Vergleich - insgesamt hoch sind. Dies trifft insbesondere auf Personen mit geringer Ausbildung zu. Ursächlich hierfür ist der zum Teil geringe Abstand zwischen Löhnen und Sozialleistungen. Die Analysen belegen, dass die hohen Lohnansprüche in der Tat die Arbeitslosigkeitsdauer verlängern und dass die Hartz-IV-Reformen die Lohnansprüche nur unwesentlich absenken und somit kaum zur Verringerung der Arbeitslosigkeit beitragen werden.
